The Portfolio Committee on Public Works, Roads, and Transport held a public hearing on the Marine Oil Pollution Bill at Ethandukukhanya Community Hall in Mkhondo Local Municipality on Saturday, March 29, 2025. Led by Chairperson Ms. Jesta Sidell, the session marked the second of three hearings across Mpumalanga, with the final hearing set for April 2 in Nkangala District. Ms. Gugu Mabuza from the Legislature’s legal office presented the Bill, emphasizing its aim to enhance South Africa’s preparedness and response to marine oil pollution incidents. The Bill aligns with international standards and seeks to regulate contingency planning, research, training, and cooperation with other nations. South Africa, situated along key global shipping routes, faces significant risks from maritime traffic, including potential oil spills. The country is a signatory to the Oil Pollution Preparedness and Response Convention (OPRC), which requires state parties to adopt measures for spill prevention and response. However, the treaty has yet to be domesticated into national law, posing risks in the event of major pollution incidents.
